You were only a landlord of this apartment, now a 'volunteer' watcher as well. These tenants became your targets. Be loyal to your country or abuse your power for yourself. You can do what you want in this apartment. As a landlord your job is to take care of your tenant and monitor their lives. You could report a tenant when you find the evidence of guilty, or you use it to threaten him or her. Military police will come and check sometimes, and you may be arrested if you don't do your job well. The ending varies depending on your behaviors.
